In October, the ACFTU Chairman Wang Zhaoguo announced the main tasks of the Chinese trade unions for the coming five years in the work report of the 15th National Congress: (1) advancing the scientific development, widely starting activities of performing meritorious services among workers with the construction of “workers’ vanguard” as the carrier, devoting major efforts to carrying out quality construction among workers and giving more play to the role of the working class as the main force; (2) promoting the social harmony and devoting major efforts to developing harmonious labor relations and maintaining the stability among workers and in society by means of building up enterprises with harmonious labor relations; (3)facilitating the joint construction and sharing of the achievements, ameliorating the protection mechanism and constantly enhancing the efficiency of the protection with the emphasis being laid on employment, income distribution, social security and labor safety and health; (4) consolidating the democratic management and the grassroots democratic construction and increasing orderly participation in the workers’ congress as a basic system to defend workers’ democratic and political rights; (5) arousing the vitality of the trade union organizations, improving the level of the leading bodies to serve the grassroots units and workers and enhancing the attractiveness and cohesiveness of the trade union organizations by laying stress on the construction of the grassroots trade unions.

        Wang Zhaoguo demanded that trade unions at various levels should endeavor to arouse workers’ creativity, rally and mobilize workers to make more contributions to the advancement of the scientific development; that trade unions should educate and guide workers under the socialist key value system, devote major efforts to facilitating the construction of workers’ culture and the corporate culture, constantly improve the ideological and moral character and scientific and cultural knowledge of the workers and cultivate hundreds of millions of high-quality workers; that trade unions should develop the harmonious labor relations and facilitate the realization of the decent work by firmly centering on the most immediate and realistic interests of common concern of the workers, and should enable workers to share the fruitful results of the economic and social development on the basis of joint construction by giving priority to employment, income distribution, social security, labor safety and health；that trade unions should improve the grassroots democratic systems and ensure that workers enjoy more practical democratic rights so as to make due contribution to the advancement of the socialist democratic and political construction; that trade unions should strengthen the construction of themselves with the spirit of reform and innovation, endeavor to improve their competence and level of serving the scientific development and the workers, continually enhance the attractiveness and cohesiveness of the trade union organizations and strive to open up a new prospect for China’s trade union cause.
