Chinese trade unions actively support and participate in the country's reforms and promote the establishment of a socialist market economy. Currently, priority is being given to participation in the enterprise reform involving the establishment of a modern corporate system and in the experiment of optimizing the urban capital structure. The trade unions are also involved in the reform of wage system and the housing system, and in establishing a sound social security system covering the reform of the insurance system with regard to unemployment, retirement and medical care. The trade unions take the stand that, in reforms that affect workers; immediate and vital interests, both the laws of economics and the wishes of the workers should be respected, and that major decisions should be made on a democratic basis. The effects of the reform should be considered and the basic subsistence of the workers guaranteed.
Chinese trade unions actively participate in the formulation of national economic and social development program and in the development of policies, laws and regulations concerning the interests of laborers. The trade unions express the views and demands of workers, monitor the implementation of legislation and regulations, and safeguard the leigit6imate rights and interests of workers. During the past 20 years, the ACFTU has participated in the legislative process in connection with 310 laws concerning workers' rights and interests, particularly in the formulation of some major laws such as the Law of Trade Unions and the Labor Law, representing and safeguarding the workers' rights and interests at the source. During the past five years alone, the ACFTU has participated in the legislation of 106 nation laws, and the trade unions at provincial level have been involved in the legislation of more than 520 local laws. Since the Labor Law was promulgated, the ACFTU has been involved in drafting and revising more than 30 follow-up laws and regulations, It has also been involved in the revision of the Constitution of the PRC and has put forward its opinions and suggestions for the revision of more than 50 laws and regulations, including the Company Law and Law of Bankruptcy. The trade unions will, by actively participating in the legislative process, make further efforts to promote the gradual establishment of a legal guarantee system regarding the rights and interests of workers and trade unions. The current task is to promote and participate in the formulation of national and local laws and regulations with regard to areas such collective contracts, labor contracts, employment promotion, labor disputes and social insurance.
